Pattern

sl st = slip stitch
ch = chain stitch
sc = single crochet
hdc cluster = *yo, insert hook in space, yo, draw yarn through space* 3 times in same space, yo, draw yarn through 7 lps on hook.
picot = ch 3, sl st in third ch from hook.

I used a 3mm crochet hook and cotton yarn

Begin with a magic ring.

Round 1: Ch 1, *hdc cluster, ch 2, hdc cluster, ch 1* 4 times into ring, sl st into top of first cluster (8 hdc clusters with alternating ch 2 & ch 1 spaces)

Round 2: Ch 1, *(hdc cluster, ch 3, hdc cluster, ch 1) in ch 2 space, (hdc cluster, ch 1) in next ch 1 space* 4 times, sl st into top of first cluster 12 hdc clusters)

Round 3: Ch 1, *(hdc cluster, ch 3, hdc cluster, ch 1) in ch 3 space, (hdc cluster, ch 1) in next two ch 1 spaces* 4 times, sl st into top of first cluster (16 hdc clusters)

Round 4: Ch 1, *(hdc cluster, ch 3, hdc cluster, ch 1) in ch 3 space, (hdc cluster, ch 1) in next three ch 1 spaces* 4 times, sl st into top of first cluster (20 hdc clusters)

Round 5: Ch 1, *(hdc cluster, ch 3, hdc cluster, ch 1) in ch 3 space, (hdc cluster, ch 1) in next four ch 1 spaces* 4 times, sl st into top of first cluster (24 hdc clusters)

Round 6: Ch 2, dc, ch 1, hdc, hdc in every corner space; hdc each of the next 11 stitches across. Continue around

Round 7: Ch 1, sc in same stitch; sc in each stitch around, working *sc, ch 1, sc* into each corner space (result: 80 sc). Finish off.

Picot border (new color): sc between clusters, in every cluster work ch 3, sl st in third ch from hook–picot made, contine around in this manner and sl st to beginning sc to join (22 picots alternating with sc)

Please give it a try and let me know if you encounter any errors.
